The Department of Rehabilitation Medicine is presently offering the following services: physiatric evaluation and management, physical therapy, occupational therapy, speech therapy and physical capacity evaluation (PCE) for manual worker.
“The Department of Rehabilitation Medicine (DRM) concerns itself with the diagnosis and management of impairment, improving the quality of life of the disabled, and redirecting the human function of the handicapped. The thrust is to improve patient’s cognitive, emotional, communicative and social–environmental status through team effort and holistic approach. It is composed of dynamic team of physiatrists, physical therapists, occupational therapists, speech therapists, orthotists, prosthetist’s and patient’s support system and family.”
Department Guidelines
Admission
Clients/patient should seek consultation with Physiatrist (medical practitioner specializing in the field of Rehabilitation Medicine) before initiation of therapy or treatment.
For Outpatients:
- Patients under HMO are scheduled for consultation with affiliated Physiatrist.
- Cash-basis patients are scheduled for consultation with Physiatrist of choice.
- Direct referrals to Physiatrist (with referral letter) are scheduled accordingly.
- In cases where patients opt to be seen by another Physiatrist, approval of referring doctor is secured first prior to scheduling of patient with Physiatrist of choice.
- A consultation Appointment Slip is given to the patient/relative to remind of the pre-scheduled physiatrist consultation.
- Patients under HMO are instructed to secure a Consultation Referral from company/Insurance provider to be presented on the day of consultation.
- Patients are advised to bring pertinent diagnostic/laboratory reports (e.g. X-ray) on the day of consultation.
- On the day of Physiatrist consultation appointment:
- Patients under HMO asked to submit their Consultation Referral prior to consultation with physiatrist. The Following policy shall be followed” “No Referral Form. No Consultation Policy.”
- Cash patients settle their account after consultation.
- Patient/Relative fills-out pertinent data.
- Patient is seen by the Physiatrist for Consultation. The physiatrist orders the therapy sessions he deems necessary.
For Inpatients:
Patients are received in the form of referrals for Rehabilitation Medicine Services. The Rehabilitation Medicine staff ensures prompt facilitation of the referral to ensure consultation of the referred Physiatrist orders the therapy sessions he deems necessary.
After consultation with the Physiatrist and with the recommendation to undergo therapy (Physical Therapy / Occupational Therapy, Speech Therapy) the Rehabilitation Medicine staff makes an appointment with the patient based on the Physiatrist’s prescribed frequency and shall issue an OT/PT/ST Appointment Slip to the patient/relative. Therapy may be started immediately (on the day of consultation) if the therapist is available. If not, the patient is instructed to come back on the pre-arranged appointment date and time.
Therapy treatment account settlement will either be cash basis or charged to HMO.
- For cash basis patients, the department secretary asses and inform the patient on cost of treatment per session. Accounts are settled after commencement of therapy session.
- For patients under HMO, written requests for OT/PT Services are issued indicating the prescribed number sessions. Patients are instructed to secure Letter of Authorization (LOA) from HMO coordinator by presenting said request. Patients must submit their LOA prior to treatment. “No LOA, No Treatment Policy” shall be followed.
Philosophy
Rehabilitation Medicine is the specialized field of medicine which deals with the study, diagnosis, treatment of disease and injury and management of its disabling sequelae particularly those of neuromuscular and musculoskeletal system, through the employment of physical means and methods including prescription for supervision and utilization of occupational, speech, physical therapy modalities and other techniques and procedures.
Brief History
The Department of Rehabilitation Medicine of Manila Doctors Hospital was inaugurated on November 26, 1958 by Howard Rusk, M.D., considered as the Father of Rehabilitation Medicine (From New York University – Bellevue Medical Center).
It was founded and organized by one of the early Filipino physiatrist, Dr. Guillermo R. Damian. He had been the chairman emeritus of the department until October 1998.
Subsequently, Dr. Rosalinda Elena B. Milla was accepted as the second active consultant of the department.
In 1996, three consultant- physiatrists: Dr. Jose Alvin P. Mojica, Dr. Celso Noel F. Bate and Dra. Estelita M. Chua was added. The allied medical staff then consisted of two (2) full time physical therapists (PT), one (1) full time occupational therapist, one (1) PT technician, one (1) PT aide, and a department secretary.
In 1998, with the passing away of Dr. Damian, founder and chairman emeritus, the chairmanship was transferred to Dr. Rosalinda Elena Milla. At the same time, a new Chief Therapist and Clinical Training Coordinator were appointed. Thereafter, three (3) new consultant physiatrists came in – Dr. Arnel V. Malaya, Dr. Sharon Ignacio, and Dr. Cynthia D. Ang but at about the same time, Dr. Bate resigned.
In 1999, a new Chief Therapist and allied medical training coordinator were appointed followed by the resignation of most of the former allied medical staff. Iontophoresis, as a modality for pain was introduced. The Department was selected as one of the participant unit for the development of a physical capacity evaluation (PCE) tool under the aegis of Dr. Milla.
In December 2000, Dr. Rosalinda Elena B. Milla, left for abroad and Chairmanship was transferred to the present chairman of the Department, Dr. Arnel V. Malaya.
In 2003, under the chairmanship of Dr. Malaya, the Department was renamed, the Department of Rehabilitation Medicine. This was done as part of the preparation of the hospital’s ISO certification and to conform to the common terminology adopted by the Philippine Academy of rehabilitation Medicine (PARM) and the Philippine Board of Rehabilitation Medicine (PBRM).
In October 2005, the Department, transferred to its new and present location: Ground Floor of DSMT Building.
